City of Vancouver Embodied Carbon Regulations (W35)
Location: Level 200 (Room 216)
Across the province, embodied carbon is responsible for approximately 7.5Mt CO2e every year. This value is significant and almost identical to the emissions associated with operational demands. Regulations for embodied carbon, however, lag relative to their operational counterparts. Starting in July 2023, updates to the Vancouver Building By-Law (VBBL) will require embodied carbon calculation and reporting for all Part 3 buildings. These regulations are an exciting addition to the VBBL, but what does it mean for you? Attendees will have an opportunity to ask questions to better prepare themselves for the upcoming regulation changes later this year.

• An overview of the development of the new embodied carbon requirements
• The submission requirements to comply with the new regulations
• Embodied carbon modeling requirements and guidelines
• Embodied carbon reporting requirements

Caroline Butchart - Embodied Emissions Program Manager, Carbon Leadership Forum Vancouver
Caroline has over a decade of experience in the construction industry, working as a consulting structural engineer on major projects in both the UK and Canada. Initially starting out in the world of research, Caroline has maintained a strong interest in knowledge growth, especially with regard to improving the way that the construction industry impacts the planet. Whilst working as a structural engineer, Caroline focused on improving knowledge and awareness and creating tools for structural engineers to lower their carbon footprint. She has successfully driven initiatives on large-scale projects that generated significant carbon savings and has inspired others to do so as well. Caroline has a strong belief that open conversation and collaboration at this critical point, will lead to significant advancement of the construction industry.
Anthony Pak - Principal, Priopta
Anthony is the Principal at Priopta, a firm with deep expertise in Life Cycle Assessment (LCA) for buildings. Priopta supports design teams in reducing embodied carbon on construction projects and works with leading organizations and jurisdictions to develop effective embodied carbon policies. Anthony is also the founder of CLF Vancouver—the first local hub of the Carbon Leadership Forum—which organizes local events that empower industry professionals to radically reduce embodied carbon from buildings and infrastructure. Since 2019, CLF Vancouver has inspired over 30 other cities to start CLF local hubs. He now also serves as the CLF Global Hub Director, working to support the growth and impact of CLF hubs around the world.
Patrick Enright - Senior Green Building Engineer, City of Vancouver
Patrick Enright (PEng.) is a Senior Green Building Engineer with the City of Vancouver’s Sustainability Group, where he works on green building policy and code updates for large new buildings. Current priorities include the implementation of the Zero Emissions Building Plan and creating a policy to reduce embodied emissions in the construction sector. Patrick is a professional engineer with years of experience in the building industry, including a number of years with a Vancouver firm in mechanical design and energy modeling. Before moving to Vancouver, Patrick worked in the national project management office of Defense Construction Canada located in Ottawa
