BC’s new Zero Carbon Step Code has arrived! As of this May 1 2023, municipalities across BC now have a new regulatory tool they can use to target emissions. Although it’s the finish line for the Province’s Building and Safety Standards Branch, it’s a starting line for the building industry. There will be some challenges to overcome on the road to achieving the highest step of the ZCSC by 2030.
For our next Decarb Lunch, we’ve invited the Province’s Building and Safety Standards Branch to present the ZCSC. We’ve also invited a seasoned homebuilder of high-performance homes to elaborate on the challenges and potential solutions to reach the top step of the ZCSC. We’ll be co-hosting the webinar with the City of Victoria - the first municipality in BC to adopt the ZCSC (before it even came into effect) and to require buildings to meet the highest step no later than Nov 1, 2024.

Scott Williams, Senior Codes Engineer, Building and Safety Standards Branch
Scott is a Senior Codes Engineer with the Building and Safety Standards Branch and his primary focus is on the development and successful implementation of the BC Energy Step Code and the transition to net-zero energy ready buildings and zero-carbon new construction. With over 12 years of experience as a Building Enclosure Engineer, Scott brings his strong technical background and passion for green building design to the development of policies and technical regulations relating to building performance and the BC Building Code.
Joe Hart, Founder, Icon Homes Ltd.| CHBA BC Past President
Joe Hart is a member of CHBA Northern British Columbia and previously served as its local president from 2017-2019. He is a founder and CEO of Icon Homes Ltd. since 1995, offering both new homes and renovations to Quesnel and Cariboo region as a licensed residential builder. In 2018, Joe’s company initiated the second net-zero energy home in northern B.C. in order to trial energy-efficient processes in a northern climate.
