The NearZero Emissions Building Program was launched by the City of Vancouver in 2018. In 2020, the Province, through the CleanBC Building Innovation Fund program, provided additional funding to expand the program and include homes throughout Metro Vancouver. The program’s goal was to incentivize homeowners to strive for near zero emissions, gather their insight and lessons learned, and disseminate them to government and the rest of the industry. ZEBx recently produced a trends analysis on the fundamental elements of what makes a home a climate-friendly home: its low-carbon energy systems for space heating and domestic hot water.
This seminar will include a brief presentation on the trends analysis of 22 homes in the NearZero program, followed by a panel discussion moderated by ZEBx. The panel will feature an energy advisor, a general contractor, and a mechanical contractor involved in three different projects that are part of the NearZero program. The panel will focus on low-carbon energy systems and other high-performance features of cost-effective, near-zero emissions homes.

Roberto Pecora - Director, ZEBx
Roberto’s journey through the building industry extends back over two decades and includes stops in Ottawa and Montreal before settling in Vancouver. In addition to his mechanical engineering degree, he has extensive experience in both new developments and existing buildings. Roberto has successfully taken on project management roles for subcontractors, a general contractor, and a national property management firm. In the eight years before joining ZEBx, he worked in the building science group of a national consulting engineering firm, specializing in building assessments, capital planning, asset management, energy studies and building performance. Roberto is a member of the Energy Step Code Council, some of its subcommittees, and a number of other advisory groups in BC. Through his various roles, he has become very well acquainted with the real estate, property management, consulting, and construction industries. Most importantly, Roberto has a deep-rooted belief that the building industry has both a responsibility and a major contribution to make to address the climate crisis.
Doug Langford - President, JDL Homes Inc.
Doug Langford is President of JDL Homes Inc., an award-winning company owned and operated with his brother, Jeff Langford. Doug grew up in rural Southern and followed in his ancestor’s footsteps as a master builder, starting his construction career with barn-building on the family farm. Doug enjoys being hands-on throughout the construction process combining his strong work ethic with his passion for architecture, high-performance home construction, and sustainability. With over 25 years’ experience, Doug brings a wealth of knowledge to every construction project he and his brother take on. They have constructed homes designed to achieve CHBA’s NetZero certification, Step 5 of the BC Energy Step Code, and even the Passive House standard. They take pride in being certified as Built Green builders, trained in Passive House construction, are registered members of the ITA Apprenticeship Program and the Home Builders’ Association Vancouver (HAVAN), and participants in CHBA’s Canadian Renovators’ Council.
Luke Dolan - CEO, Capital Home Energy Inc.
Luke Dolan is the owner of Capital Home Energy, one of Vancouver’s premier energy design firms specializing in residential construction, Building Code compliance, Net-Zero Homes, and EnerGuide Ratings. Luke is a REA (Registered Energy Advisor) with Natural Resources Canada and a Building Science Instructor with the CHBA (Canadian Home Builders Association). Luke has also founded the trade association for Energy Advisors – CACEA (Canadian Association of Consulting Energy Advisors). He is now acting Director of CACEA. His extensive background as an Energy Advisor EA began in 2008, and since then, Capital Home Energy has evaluated over 10,000 homes in the Vancouver Lower Mainland, Whistler Sea-to-Sky, Sunshine Coast, and Vancouver Island. Luke has a passion for sustainable building, the environment, and a healthy active lifestyle. He has over 30 years of experience in the construction industry, including 15 years in Whistler BC.
