B.C. has made real progress in building electrification, but momentum must accelerate. The 2026 B.C. Building Electrification Roadmap builds on the foundation set in 2021, outlining the actions needed to overcome persistent barriers, align industry and government, and scale to transition to low carbon buildings through electrification.  

Much has changed in the policy and implementation landscape in the past 5 years, and this renewed roadmap, a milestone shaped by months of engagement with more than 200 stakeholders across British Columbia, will chart the course for the next 5 years and beyond. The roadmap calls on actors across the province – including governments, utilities, buildings owners and managers, trades and professional associations – to continue to accelerate efforts to transition to a low carbon building stock. 

Attendees will learn about key recommendations and work already underway. This interactive webinar will provide time for Q&A with presenters, and will encourage attendees to consider collaborating with their peers on the next steps towards implementation. 

Speakers: 

Tom Berkhout, Birch Energy and Climate Consulting 

Tom has over 15 years of experience in areas of work related to building decarbonization policy, strategy, and program development. Highlights from his career include developing the program framework for the CleanBC building incentive offer, researching and writing the 2021 and 2026 BC Building Electrification Roadmap, and supporting the climate policy work of local and regional governments. Tom has worked as a Senior Policy Advisor with the BC Ministry of Energy and Carbon Solutions, as well as a building electrification strategic implementation advisor to BC Hydro. Through his work he has developed a strong network with policy and industry practitioners alike. Tom has a Ph.D. from the University of UBC in Resource Management and Environmental Studies where he specialized in processes to support the transition of complex socio-technical systems toward sustainability. In 2024, he founded Birch Energy and Climate Consulting to continue his work with governments, utilities, and industry partners.
